This series contain files of the U.S. Embassy, Turkey, located in Ankara, that relate to safehaven issues and Turkish cooperation. The files typically consist of instructions, despatches, telegrams, memoranda, reports, and other correspondence. Subjects covered include background on the safehaven project to look for German persons and assets in Turkey, information on German assets in Turkey, German insurance companies in Turkey, German nationals repatriated from Turkey, looted gold in Turkey, and aid for Turkey's military to resist Soviet aggression. Records also include proposed safehaven demands by the United States, such as for the Turks to liquidate German assets and distribute them to Nazi victims. The records were originally filed under decimal 851 of the Department of State foreign service post decimal classification scheme.

The United States and Turkey reestablished diplomatic relations February 17, 1927 and the embassy was reestablished in Istanbul. Joseph Clark Grew was appointed U.S. ambassador to Turkey May 19, 1927 and presented his credentials October 12, 1927.
