This is President Herbert Hoover's veto statement to the House of Representatives regarding H.R. 12445, the "Emergency Relief and Construction Act of 1932." Hoover vetoed the bill on July 11, 1932. A compromise bill, H.R. 9642, was passed July 21, 1932.
