Koons studied at Oberlin College, the Sheffield Scientific School and received his doctorate from Yale University. He was appointed professor of Natural History in 1881 and assumed the post of principal at the beginning of winter term, 1883. During his administration, the Storrs Agricultural School became a co-educational college, Storrs Agricultural College, and his title was changed to president. After leaving his post as president, Koons returned to teaching until his death 18 December 1903.
