Lawyer, U.S. cabinet advisor, public official, public speaker, Hills is a free trade advocate and the primary U.S. negotiator of the North American Free Trade Agreement (NAFTA). In 1975, Hills, already serving as an assistant attorney general, was named by Republican President Gerald Ford as Secretary of the Department of Housing and Urban Development. In 1989, President George Bush appointed her to another cabinet level position, this time as U.S. Trade Representative.
