Christopher C. Andrews was the Chief Fire Warden (later Forestry Commissioner) for the State of Minnesota, as part of his job he investigated timber conditions and promoted the regrowth of timber. There is evidence that he was accompanied by a professional photographer on his survey trips, although in this collection only two of the photographs are credited, to Hoxsie and A.B. Herrell.
