William H. Powell served as a colonel in the 2nd West Virginia Cavalry Regiment. He commanded a brigade of cavalry as part of General David Hunter's campaign through the Shenandoah Valley in pursuit of Confederate general Jubal Early.

Came to America from New South Wales with his parents in 1830, began working in the iron business at an early age, formed a regiment when the Civil War broke out and served as captain, major and lieutenant colonel of the 2nd Virginia Cavalry Regiment. Brevet major general in 1865. Was imprisoned in Libby Confederate Prison for a time.
