Eastern and Western territorial divisions were created by the bill of Congress of Mar. 2, 1821. The departments were headed by two brigadier generals who alternated in two-year tours of duty. The Eastern Deparment was headed by Winfield Scott in 1821-1823 and 1825-1827, and by Edmund P. Gaines in 1823-1825 and 1827-1829.
