The following excerpt is from a letter written by Mrs. Lutzker to Mrs. Canedy on Sept. 16, 1960:

"At the height of its activity, there were about 100 such units [i.e., Child Care Centers] throughout New York City with an enrollment of almost 2500 children and as many on waiting lists; not quite so many units throughout New York State. Local parents' associations in a great many of the centers sent delegates to the central body to participate in policy-making."
