Wilbur Olin Atwater (1844-1907) was the first chief of the Office of Experiment Stations, U.S. Department of Agriculture, 1888 and the first person in the United States to conduct chemical analysis of food. As a special agent in charge of USDA nutrition programs beginning in 1891, he developed plans for experiments in the areas of food nutrition, the effects of food processing on nutrient changes, food consumption studies, and human nutrient requirements and metabolism.
