This commitment lead to a position as a chapter president and later as the national chair of fundraising and an appointment as a delegate for the 1939 World Zionist Congress. Bender also served as the executive director of the Zionist Organization of Philadelphia (the first woman to hold such a position), a board member of both the United Hebrew Schools and Yeshiva of Philadelphia, a member of the American Technion Society, a member of the Philadelphia Zionist Youth Committee and a member of the Women's Division of the Allied Jewish Appeal.
