Rose I. Bender was born on 22 December 1869 to Joseph and Rachel Magin, in Philadelphia, Pennsylvania. Her parents, who were Lithuanian immigrants, were Hebrew scholars who installed in Rose a lifelong love and dedication to the Zionist cause. They also educated her in the Talmud. While still in high school, Bender founded and became president of the first Young Judea Club. She later graduated from the Graetz College of Jewish Studies.
Bender was active in numerous Zionist organizations. In 1927, she joined Hadassah. This commitment lead to a position as a chapter president and later as the national chair of fundraising and an appointment as a delegate for the 1939 World Zionist Congress. Bender also served as the executive director of the Zionist Organization of Philadelphia (the first woman to hold such a position), a board member of both the United Hebrew Schools and Yeshiva of Philadelphia, a member of the American Technion Society, a member of the Philadelphia Zionist Youth Committee and a member of the Women's Division of the Allied Jewish Appeal.
Rose Bender married lawyer Oscar C. Bender in June 1917. They had two daughters, Natalie and Harriet. Rose Bender died on 4 November 1964.
