Washington (State). Board of Control

Between 1871 and 1897, state institutions were supervised by the governor and boards of trustees. In 1897, House Bill 364 authorized the creation of the State Board of Audit and Control, the primary function of which was to audit the accounts of the Commissioner of Institutions. On 1 Apr. 1901, the Board of Audit and Control was replaced by the State Board of Control, which oversaw the several hospitals, soldiers' homes, and mental health facilities in Washington State; and quarries at Fidalgo, Meskill, Marshall, Dixie, North Yakima or Selah. The Board also oversaw the Capitol buildings and grounds in Olympia; accounts and bookkeeping for the University, the State College, and the three Normal schools; the Indeterminate Sentence Board; transportation and deportation of "convicts, insane and incorrigibles"; armories; and country tuberculosis hospitals. The Board of Control was superceded by the State Board of Business Control in 1921.
