Commissary of Bishop of London in Virginia. First president of College of William and Mary. Served on the council of Virginia. Acting governor of Virginia. Died 1743.

James Blair was born in Scotland. He received his master of arts from the University of Edinburgh in 1673. Ordained in Church of England. Went to Virginia. In 1689, he was apointed commissary. Minister of Jamestown Church and in 1710, rector of Bruton Parish Church. Instrumental in founding the College o f William and Mary and served as its first president. Member of the Virginia Council and served as acting governor. Blair died in 1743.
