B. Franklin Cooling is an economic historian who studied at the University of Pennsylvania under Thomas C. Cochran. He subsequently specialized in military-industrial relations and was the author of GREY STEEL AND BLUE WATER NAVY: THE FORMATIVE YEARS OF AMERICA'S MILITARY INDUSTRIAL COMPLEX, 1881-1917 (Hamden, Conn.: Archon Books, 1979). Cooling began his research at the Center for Advanced Research at the Naval War College and completed it while Assistant Director for Historical Services at the U.S. Army Military Institute at Carlisle Barracks, Pa.
