This Commission was established by a law of 1936 (Chapter 866) to prepare plans for the state's participation in the New York City World's Fair of 1939-1940.

The Commission consisted of 22 members, including nine persons appointed by the Governor; four senators appointed by the Temporary President of the Senate (Chapter 58, Laws of 1939, increased the Governor's appointments from six to eight, chapter 469 adding another appointment by the Governor and increasing the Senate members from three to four); three assemblymen appointed by the Speaker; the Temporary President, the Speaker, the Minority Leader of the Senate, the Minority Leader of the Assembly, chairman of the Senate Finance Committee, chairman of the Assembly Ways and Means Committee.

A law of 1941 (Chapter 31) extended the Commission until April 1, 1941 to make its final report. The Fair opened in New York City on April 30, 1939 and closed October 27, 1940.
