The Federal Board of Hospitalization was established November 1, 1921, by Budget Bureau Circular No. 44, to coordinate the hospitalization activities of Federal agencies.

It was composed of a Chief Coordinator, appointed by the President, and the heads of each bureau or agency having hospital functions, serving ex officio. On October 24, 1924, the Director of the U. S. Veterans' Bureau was made Chairman under Budget Bureau Circular No. 146, and the Boardwas made advisory to the Bureau of the Budget. During this period staff of the Board was furnished by detail of Veterans' Administration employees.

On May 7, 1943, the Board was reorganized. Its functions were restated, with emphasis on wartime hospital needs and postwar responsibilities for hospitalization of World War II veterans. The Chairman of the Board was appointed by the Director of the Budget Bureau with approval of the President. For the first time in its history, the Board had its own fundsand employed its own staff.

In 1945, and therafter, the Director of the Bureau of the Budget was Chariman of the Board, and in 1946 part of its staff was furnished by theBudget Bureau.

Budget Bureau Circular No. A-27, revised June 25, 1948, abolished theBoard, effective June 30, 1948. Thereafter, the functions of reviewing and coordinating the hospital, convalescent, and domiciliary programs of all Federal agencies were carried out by the Bureau of the Budget.
