The Employment Security Division was organized in 1973 with the merger of the State Employment Service (WIHV87-A42) and the Unemployment Compensation Division (WIHV85-A898) of the Department of Industry, Labor, and Human Relations (WIHV85-A482). In June 1975, the Employment Security Division was renamed the Job Service Division (WIHV85-911), though publications bearing the Employment Security Division logo continued to be issued through 1977.

The Employment Security Division provided manpower services to both employers and job seekers through placement and counseling programs and administered the state's unemployment compensation program.
