Native of Charleston, S.C.; B.S., civil engineering, The Citadel, 1920; worked for Standard Oil Company of New Jersey and South Carolina Highway Department; studied helminthology, protozoology, and parasitology at Johns Hopkins School of Hygiene and Public Health; employed by Rockefeller Foundation, 1923-1928, to work with the South Carolina Board of Health as a malaria control engineer; organized malaria control survey of Lake Murray Basin before waters were impounded.

After 1928, Hasell was in charge of malaria control, water and sewage purification and milk sanitation with the State Board of Health; he served with the Public Health Service, 1933-1937, and set up and directed anti-malaria work in South Carolina; later in charge of the laboratory and experimental work with the Malaria Research Division of the State Board of Health; nicknamed "Shrimp" Hasell.
