Philips, John A.
The Pennsylvania Federation of Labor was the state organization of the American Federation of Labor. The Pennsylvania State Industrial Union Council led regional union councils which, in turn coordinated labor's activities at the local level. Philips presided over the PFL from 1930 to 1938, and PSIUC from 1938 to 1946.
