Public health inspector and administration from Canesteo, New York. Graduated from Syracuse University in 1914 and Harvard University School of Public Health, 1915. He worked for the American Red Cross and Indiana State Board of Health before enlisting in the United States Army in 1917. He was enrolled as 1st Lieutenant, Sanitary Squad I, Division 41, 1st Depot Division, American Expeditionary Forces. After basic training was completed at Camp Mills, Long Island, he was dispatched to Depot Division Headquarters in France, where he served as chief health officer and sanitary inspector. After the war, he took a position with the National Child Labor Committee that entailed studies of health problems of children in the Appalachian region of eastern Kentucky. In 1921, he moved to New York City to study urban poverty in Newark, New Jersey.
