Primarily, from 1925 through 1950, he was directly associated with Brigham Young University. During these years he served Brigham Young University as professor of Education, professor of Educational Administration, dean of the Graduate School, and as administrative director of University Libraries. Some of the programs he surveyed and reported on were the Sevier County Consolidated School District; Provo City School District; Alpine Consolidated School District; school districts within the counties of Carbon, Tooele, San Pete, and Box Elder; Salt Lake School District; the State Department of Public Instruction; Utah State Teachers Association; and others. For each of these studies a prepared report was filed. Lambert served the State of Utah as consultant, editor, and compiler of the Governor's Fact-Finding Body in 1940. In addition, he assisted the Utah Legislative Committee on Utah Governmental Units, The Tax Study Committee of the Utah State Legislature, and the Utah Legislative Council. He was special consultant to the governor of the State of Utah on Organization and Administration of Public Education and of Public Relief and Assistance from January to March of 1950. He was professional director of the Utah Governor's School Study Committee, 1963-1964. For several years, 1952 to 1970, he was consultant and writer of Special Research Reports for the president of Brigham Young University. His duties in California from 1951-1962 included executive dean and dean of the College, Los Angeles State College and successively administrative dean, dean of the College, and director of the Building Program and Projects of Los Angeles State College, including the San Fernando Valley State College. He held many positions in the priesthood quorums in wards and stakes of the Church of Jesus Christ of Latter-day Saints. Lambert attended Ricks College, Idaho; Brigham Young University, Utah; and Stanford University, California, from which institution he received his Ph.D. in 1935. He held membership in many scholarly organizations and is listed in Who's Who in America, Who's Who in American Education, and Who Knows - And What .
