General and governor of Puebla. Born 1816 in Jalapa, Mexico; died 1891 in Mexico City. Participated in the battles of Molino del Rey and Chapultepec against the United States in 1847. Governor of Puebla from December 20, 1857, to March 7, 1858; Jefe de la División del Oriente in 1858. Unsuccessfully proposed the Plan de Navidad in 1858. Echegaray fought against the French forces and the empire until February 1865, when he surrendered. He also served as Director de la Penitenciaría de Salamanca, Guanajuato, and supported the government of José María Iglesias in the 1876 dispute over the presidency of Mexico.
