The Citizens Against River Pollution (CARP) was a grassroots group formed in 1988 to address concerns regarding the pollution of the Iowa and Cedar Rivers in southeastern Iowa by the Columbus Junction hog slaughtering plant run by Iowa Beef Processors (IPB). The group was lead by Conesville, Iowa community member Butch Bennett and had over three hundred members. CARP members voiced their concerns to Iowa senators and representatives while filing a lawsuit against the Iowa Department of Natural Resources (DNR) for violating its own rules by allowing IBP to discharge waste water into the Cedar River.
