First Territorial governor of Arizona, attorney, U.S. House of Representatives congressman from Maine; named by Lincoln as first governor of Arizona territory. Goodwin called the first meeting of the Arizona legislature to convene at Prescott in the fall of 1864. He was elected delegate to Congress in 1865 and retired in 1867. He died in California in 1887.
