Carroll, F. L. J.
Shortly after his arrival in Arizona in 1863, the first Territorial governor, John Noble Goodwin, authorized the establishment of a citizen's milita, known as the Arizona Volunteers. The organization was so short of funds that is was rendered largely ineffectual. The Arizona National Guard was organized in 1891.
