Williams, James Leon, 1852-1932
Variant namesSamuel Cary Evans, Jr. was born November 22, 1866 in Fort Wayne, Indiana, the son of Samuel Cary. and Minerva (Catlin) Evans. The family moved to California in 1874 and settled in Riverside County, where S.C. Evans, Sr. (1823-1902) became one of the founders of the city of Riverside. S.C. Evans, Jr. graduated from the University of the Pacific (San Jose, California) in 1889, where he was the editor of the school magazine, the Pacific Pharos, and the author of the class of '89 song. He served as president of Riverside's Freeholders Charter Board before being elected the city's first mayor, 1907-1912. He also served as a State Legislator from the Thirty-ninth Senatorial District, representing Riverside and Imperial Counties, from 1916 to 1921. He then served as Riverside mayor for two more terms, 1922-1926, and would have entered upon a fifth term as mayor on the day following his untimely death on December 31, 1932.
