Barker, Jim, 1935-2005.
Barker served Oklahoma's 13th district in the state House of Representatives from 1969-1970 and 1977-1990. He served as Speaker an unprecedented four terms, from 1983-1989. Before his election as Speaker he was the Vice Chair of the Appropriations and Budget Committee.
