The federal Social Security Act of 1939 required state units of government to establish personnel standards on a merit basis for the employees of agencies concerned with old age assistance, aid to dependent children, aid to the blind, and a number of other social services, as a condition to receive federal grants-in-aid. On January 1, 1940, the Social Security Board ruled that no local government could receive federal funds unless it had made moves to install a merit system for those agencies and employees. On April 26, 1941, the administration and direction of the Minnesota County Welfare Merit System was officially placed under the state Social Security Department's Division of Social Welfare [Laws 1941, c476, subd5].
