Director-General of the National Library of Australia from 1985 until 1999, Horton began his library career at the State Library of New South Wales in 1957 and was Deputy State Librarian from 1975 to 1981. He was State Librarian of Victoria between 1981 and 1985. Horton was President of the Library Association of Australia in 1984, was a member of the Australian National Commission for UNESCO from 1993 to 1996, became Chair of the Public Lending Rights Committee in 1991 and was Treasurer of the International Federation of Library Associations from 1993 until 1997. He won the HCL Anderson Award in 1988.
