Journalist, soldier, public servant, librarian. Fleming was a reporter on the Argus and Courier-Mail, before enlisting in the Australian Army in 1939. He served in the Middle East, Greece, North Africa and the Pacific. He joined the Department of Defence in 1947, was Trade Commissioner in Paris 1959-62 and then worked in the Department of Trade and Industry. He was appointed Commonwealth Parliamentary Librarian in 1968 and was the National Librarian in 1970-73.
