Colquhoun, born in Dumbarton, Scotland, was a writer on economic and social issues, a founder of the Glascow Chamber of Commerce (1782), and a London police magistrate (1792-1818).

Patrick Colquhoun (1745-1820) was born in Dumbarton, Scotland. Before the age of 16 he came to Virginia and involved himself in commercial pursuits, but returned to Scotland in 1766, settling in Glasgow. Colquhoun is best known for his efforts in procuring legislation favorable to Scottish industries (efforts which earned him the title "Father of Glasgow") and for his many pamphlets on government policies involving the poor, and on the British police system. At different times in his life he was provost of Glasgow (1782), a justice of the London police (1792), and a magistrate in Westminster (1798).
Benjamin Walker (1753-1818) was born in England, but settled in New York at an early age. He served in the Revolution as an aide-de-camp to Baron von Steuben in 1778 and an aide-de-camp to Washington from 1781 to the close of the war. After the war he was secretary to the Governor of New York, and then a broker in New York City. In 1797 he became the agent for the vast estates of the Earl of Bute in Central New York, and became indentified with the growth of Utica, N.Y. From 1801 to 1803 he was a representative from New York in Congress.
