Schultz was a banker in Jacksonville, Florida before being elected to the Florida House of Representatives, then re-elected as the Speaker of the House. He was the Vice Chairman of the Motor Vehicles & Carriers Committee in 1965 and the Chairman of State Governmental Organization & Efficiency Committee in 1967. He served in the United States Army in Korea where he was awarded the Bronze Star.
