In 1979, the Department of Housing and Urban Development (HUD) contracted with the Indian Affairs Council for a program designed to provide technical assistance to Minnesota's eleven Ojibwa and Dakota tribes in their application for HUD's community development block grants (CDBG). Emily Iron Cloud-Koenen was hired as program coordinator.
