Following the publication of stories in New Orleans Citibusiness charging irregularities in the collection of sales taxes by the Bureau of Revenue in the Department of Finance, the Council retained attorney John R. Martzell to conduct a preliminary inquiry into the operations of the Bureau. In February, 1988, the Council adopted a resolution calling for public hearings to be held as an element of the continuing investigation. The hearing commenced on February 22, 1988 and adjourned on March 9, 1988.
