Richard F. Miller, a resident of Bedford County, Virginia, arrived in Texas in 1836 during the Runaway Scrape. His arrival came shortly after the death of his brother Thomas R. Miller who was killed at the Alamo.

Richard F. Miller's cousin was John Winston Quarles. John W. Quarles was born in 1811, the son of John and Sarah Winston Quarles. John W. Quarles married Cornelia M. Barksdale in 1846 and together they had seven children. John W. Quarles died in 1888.
