Benjamin F. Witham, 1892-1968, of Smithfield, Me., was a mechanical engineer and an hydro-electrical engineer who worked on the Passamaquoddy Tidal Power Project and later for Central Maine Power and the Public Service Company of New Hampshire.

The Passamaquoddy Tidal Power Project was a proposed development project involving the construction of a tidal harness for electricity generation. The project proposed building a series of dams and control structures in Cobscook Bay and part of Passamaquoddy Bay to exploit the resulting water level difference to generate electrical power.
