Benjamin F. Witham, 1892-1968, of Smithfield, Me., was a mechanical engineer and an hydro-electrical engineer who worked on the Passamaquoddy Tidal Power Project and later for Central Maine Power and the Public Service Company of New Hampshire.
The Passamaquoddy Tidal Power Project was a proposed development project involving the construction of a tidal harness for electricity generation. The project proposed building a series of dams and control structures in Cobscook Bay and part of Passamaquoddy Bay to exploit the resulting water level difference to generate electrical power. The project was initiated in 1935 under the US Public Works Administration. It was suspended one year later when Congress refused further funding.
