Harris represented DeKalb County in the Georgia legislature (1963-1970; 1973-1974); managed George Busbee's successful campaigns for Georgia governor (1974; 1978); worked as executive director of the committee to revise the 1945 state constitution (approved by the voters, 1982); and was president and chief executive officer (1974-1984), and chairman of the board (1984) of Decatur Federal Savings and Loan Association.
