Richard Henry Leigh, Admiral in the United States Navy, was born near Batesville, Mississippi, on August 12, 1870. Leigh graduated from the United States Naval Academy in 1891 and from Naval War College in 1925. At the outbreak of the Spanish-American War, he commanded the USS Justin, then transferred to the USS Princeton and the USS Pampagna. In 1913, he was commander of the USS Galveston.

In 1918, he was in charge of all submarine chasers in European waters to install submarine detection devices, for which he was awarded a Distinguished Service medal. Leigh continued to rise in rank, achieving Admiral in 1931, and Commander in Chief of the United States Fleet in 1932. He retired on September 1, 1934, and died on February 4, 1946, in Long Beach, California.
