The PRR created a full Insurance Department on January 22, 1879. The department handled all fire, marine and other insurance, and maintained all insurance schedules and insurance maps. The department head's title was changed progressively, from Clerk to Secretary on October 1, 1882; to Superintendent on March 22, 1893; and to Manager on February 1, 1930. During the USRA period from July 1, 1918, to March 1, 1920, there was a Superintendent of Insurance & Safety reporting to the Federal Manager. Incumbents were W. W. Curtin (1879-1882), Hugh B. Ely (1882-1907), R. H. Newbern (1907-1933), W. H. Sechrist (1933-1934), E. D. DeVilbiss (1934-1950), and O. D. Moore (1950-1958). The Insurance Department became a division of the Financial Department on March 1, 1958.
