The Office of the Chief of Passenger Transportation was created on February 1, 1927, by dividing the duties of the former Chief of Transportation. The office was abolished under the reorganization on November 1, 1955, and replaced by that of the Superintendent-Passenger Train Operations.

The Chief of Passenger Transportation was a specialized officer on the staff of the Vice President in Charge of Operations and was in charge of all facets of passenger train operations, including mail and express traffic. With the growth of ancillary bus services through Pennsylvania Greyhound Lines, a subordinate General Superintendent of Motor Service was created in 1929.

The first incumbent of the office was Daniel M. Sheaffer (1927-1935), the son of Charles M. Sheaffer, the former Chief of Transportation. The younger Sheaffer played a prominent role with President W. W. Atterbury in the organization of Transcontinental Air Transport, Inc., and its successor, Transcontinental & Western Air, Inc., and the promotion of joint air-rail services in the late 1920s and early 1930s. Sheaffer was promoted to Assistant to the Vice President-Operations in 1935 and was succeeded by E. E. Ernest (1935-1953) and J. W. Leonard (1953-1955).
