Dickinson was Postmaster General of the U.S., and senior counsel for the U.S. before the International High Commission on the Bering Sea Claims.
Lawyer, postmaster-general, was born in Port Ontario, Oswego Co., N.Y., Jan.17, 1846. Second Michigan Democrat to rise to position of national political importance, becoming postmaster-general of the U.S., 1888-9. Was senior counsel for the U.S. before the international high Commission on the Bering Sea claims, 1896-7; member for the U.S. of a court of arbitration formed in 1902 to adjust a controversy between the U.S. and the Republic of Salvador.
