Frederick B. Karl was born in Daytona Beach, Florida, the son of Fred J. and Mary Karl. In 1942, he attended the University of Florida and enlisted in the Army that same year. While in the army he served as tank platoon leader in the 20th and 2nd Armored Divisions and was awarded the Silver Star, Bronze Star, and Purple Heart medals. Following the war, he received his law degree from Stetson University in 1949. He was counsel to the House Select Committee on Judicial Impeachment, chair of the Florida Supreme Court's Committee on Attorney Discipline and Special Master on executive suspensions for the Florida Senate. As a state senator in the 1960s, he coordinated the senate trials of 52 officials who had been suspended by the governor. During the process he established the rules for suspension and removal of Florida public officials from office.
