Fred J. Overly, 1907-1973, was born in Sumner County, Kansas, and earned both his undergraduate and master's degrees in forestry at the University of Washington. Beginning in 1935, he worked for the National Park Service in a number of positions, including forester and later superintendent of Olympic National Park (1952-1958), and superintendent of the Great Smoky Mountains National Park (1958-1963). In 1963 Overly was appointed regional director of the Bureau of Outdoor Recreation in Seattle, Wash., a post he held until his retirement in 1971.
