William J. Ellenberger was an electrical engineer. He graduated from Central High School in Washington, D.C., in 1925 and from George Washington University in 1930 and 1934. He worked for Potomac Electric Power Company, the National Bureau of Standards, and General Electric, and was an officer in the U.S. Army Signal Corps.
