Files, James Ray.
James Ray Files was born in Iowa City, Iowa, on Dec. 6, 1884. He completed his degree in liberal arts and law at Iowa University. He taught and served as a member of the board of education in Iowa. He joined the bar in 1910. Files moved to Los Angeles in 1927, where he became a member of the law firm Freston and Files. Files was involved in the Democratic Party in Iowa and California and ran for several offices in Iowa. Files served as police commissioner of Los Angeles from 1940 to 1945.
