The two individuals who figure prominently in these records are Thomas E. Anderson, Jr., who was Executive Secretary of the Governor's Advisory Committee on Education, and Joe Neeley, who was Staff Coordinator to the Committee. Although most of the correspondence is addressed to and signed by Governor Clements, these two individuals apparently drafted much of it. Most of the correspondence about distributing copies of the Report and Recommendations of the Committee is addressed to and signed by Neeley. Anderson managed the office of the Committee and prepared and distributed the agendas along with the minutes and supporting documents that went to each member of the Committee prior to each meeting. Dr. Willis Tate, President Emeritus of Southern Methodist University chaired the committee, but very little of the correspondence is addressed to or signed by him.

Much of the work of this Committee was accomplished by the eleven ad hoc committees-- Changing Environment of Public Education in Texas Committee, Curriculum Committee, Operational Issues Committee, Role of the Educational Providers and Consumers Within Texas School Districts Committee, Special Populations Committee, State/Federal Relations Committee, Structural Issues Committee, Structure of Public Education in Texas Committee, Student Motivation and Discipline Committee, The Teacher--The Professional Committee, and Teacher Education, Certification and Recruitment Committee . Each of these ad hoc committees produced a report, and these reports were used in compiling the final report and recommendations of the Committee.
The Report and Recommendations of the Committee was widely distributed to members of the Legislature, educational organizations and groups, school administrators and teachers, and citizens. At least 8,000 copies were printed, most of which were distributed before the end of Governor Clements' first term. Many of the recommendations became part of Governor Clements' legislative program for the 67th Legislature, which met in 1981. The success of this Committee led to the creation of other committees and task forces to deal with other education issues.
