The movement for good roads in South Dakota began in 1907 when Joseph W. Parmley organized the South Dakota Good Roads Association. A tri-county district development meeting was later held in 1912 in Ipswich to select a committee of representatives from Brown, Edmunds, and Walworth counties to investigate building a road from Aberdeen to Mobridge. The Twin Cities-Aberdeen-Yellowstone Park Association was organized later in 1912 by M.P. Beebe, J.E. Prindle, J.E. Phelan, and F.A. Finch. In 1918 the Yellowstone Trail Association was incorporated to promote a coast-to-coast highway from Plymouth, Massachusetts to Seattle, Washington. South Dakota organizers were Joseph W. Parmley, Hiram E. Beebe, John B. Taylor, and Lloyd Cronholm. H.O. Cooley was the manager of the association until it folded in 1930 months prior to the formation of the Yellowstone Highway Association.
