Roscoe E. Bell was Alaska's first Director of the Division of Lands of the Alaska Dept. of Natural Resources. He was involved in the State of Alaska vs. Amerada Hess et al. court case in the 1980's. He wrote a book about his experiences in Alaska government, Long Shadows Cast by the Alaska Division of Lands, 1959-1967.
