Roscoe E. Bell was the Assistant Director and Associative Director of the U.S. Bureau of Land Management from 1948 to 1951.

Bell was a director of the Division of Lands of the Alaska Department of Natural Resources.
Roscoe E. Bell was Alaska's first Director of the Division of Lands of the Alaska Dept. of Natural Resources. He was involved in the State of Alaska vs. Amerada Hess et al. court case in the 1980's. He wrote a book about his experiences in Alaska government, Long Shadows Cast by the Alaska Division of Lands, 1959-1967.
