Frazier describes conditions in Los Angeles in 1853. Signatories include: A.C. Bradford, San Joaquin County Clerk; A.C. Baine, Treasurer of State Asylum; Jobes C. Burges; H. John Boorcam; I.V. Frazier; Baker Hickman and Henry A. Grath. A.C. Bradford was an attorney and notary. He served as first San Joaquin County Clerk (1850-1852) and was later briefly editor of the San Joaquin Republican (1854). A.C. Baine was also an attorney. Neither of these men remained in Stockton after 1860.
